I got this message regularly a few years ago then suddenly had my account terminated even though I rarely send out email, so I cannot imagine violating the TOS. Have others had this problem? What can I do?

That type of message "usually" refers to your "adverse activity" here on the Answers site--and not in connection with sending emails.
What you could do is to read the TOS (Terms Of Service) and maybe you can figure out what you are doing wrong.
Scroll down to the bottom of any Answers page and click on "Terms Of Service".

Contact Yahoo as it sounds as if you may have been hacked. Change your password as well.
