Is it legal for a potential employer to distribute your email address to other applicants?

I submitted a resume and cover letter to a company for a position. Within a week I received a general Thanks/No Thanks email saying other candidates better fit their qualifications. Typical, not a problem with that. However, the "To" field of the email listed all the other candidates that had applied and didn't qualify. I didn't authorize this company to share my email address with anyone. Is it legal for them to do this?

My employer has given my email address to ALL of the other employees (about one thousand employees). I was NOT asked first - it was just done.
Reply:I am not a lawyer. Is it illegal? I doubt it. Since anyone can call up the employers HR department and ask if you have submitted a resume I doubt there is much of any other protection in place regarding your privacy in this case. If you do not want your information shared with others I'd note it right on the resume.
Reply:I don't think so.
