Why does PayPal say that sending money to and email address is free?

I recently sent $100 to a relative and they are charging her $8 to process it. Does anyone know why they say it is free?

As compared to Western Union, where the receiver picks up the money for free, and the sender pays the Western Union fees.

Paypal operates like credit card processing, and the company/person who receives the money pays the fees. The buyer/sender does not pay fees to PayPal.
